OpenOffice.org has a Fortran suite; the source files don't contain any copyrights, but I don't see declaration of public domain status, either.
Lawrence Livermore National Laboratories (LLNL) has a test suite, but like most, it focuses on performance, not compliance with the standard.
I have a set of C examples from a course I taught in 2003; these form the nucleus of a test suite, though we'll need C++ and Fortran versions as well.
