[gpsd-dev] Time for a snap release due to the leapsecond change!

It's time for a snap release due to the leap-second change! We have a
leap-second constant in timebase.h that will have the wrong value,
affecting time reporting from Evermore GPSes and any other sensors
that report only GPS week and TOW without the current leap second.

I should have realized this sooner, but I've been concentrating on
other projects.

Fortunately, the code has been pretty stable lately. The only
significant changes have been Christian Gagneraud's AIS fixes
and feature additions.

Please consider this a 48-hour warning. If you have showstopper
bugs or urgent issues, let me know ASAP.
