Should be fixed now.  We had to disable the ciabot hook script, which broke 
because the server address was changed.

I happen to be the maintainer of that script.  I've fixed it to fail more
gracefully if the address ever changes again, and shipped the patch to
the git folks.

Commit notifications will not resume being visible on #gpsd until the
new version is installed on Savannah. I've mailed the admin a copy.
