Yo All!

Problem (mostly) solved.  I patched Sconstruct to change the gpsd group
to uucp on Gentoo.  Patch in git head.  Fedora, openSUSE and likely others also 
use uucp instead
of dialout group, but I only patched for gentoo.

I can now unplug ttyUSB0, wait for gpsd to notice the device is gone, then
reinsert the device, and gpsd just picks up and goes.  

Fedora, openSUSE and similar users will still have to futz with distro
specific workarounds.

I would appreciate if someone that knows scans and python better than I
do could peek at the patch.

One problem, still have the known problem where gpsd can not restart
the PPS part.
