This is Dave Mills' jargon. Basically:
truechimer: a computer, usually remote, that speaks NTP, and whose
clock is basically right. Note that basically right allows some slop
for it being a bit off due to errors, but not wildly off
falseticker: a computer, usually remote, that speaks NTP, and whose
time is way off base.
The basic point is that in the outlier detection phase, falsetickers are
outvoted and removed from further consideration.
