That's 16 seconds, a huge offset by any standards.  (Also known as a broken 
clock.)

There are several versions of ntpq out there.

The current version prints the offset and jitter in milliseconds and 
autoscales things so you can see microseconds if they matter.  16 whole 
seconds would stand out like a sore thumb.

I think older versions of ntpq used seconds rather than milliseconds.
