Modifying the relevant 'graph in the HOWTO draft (new last sentence):

    For good time stability, you should always have at least two other
    reference clocks in your ntpd or chrony configuration besides your GPS
    - in case, for example, your GPS is temporarily unable to achieve
    satellite lock. You can find public NTP chimers to add to your
    configuration at <<USE-POOL>>.  To minimize latency variations, use
    the national and regional pool domains for your country and/or
    nearby ones.
