Easy, just look up a few lines:

# gpsd -nND6 /dev/ttyS0 |& fgrep NTP

That should be spewing when a GR-601W is connected.  So instead of no
output it should start like this:

# gpsd -nND 7 /dev/ttyUSB0 |& fgrep NTP

Even without any PPS you should at least se the shmat()s
