It's a bug if the build tries to fetch anything by default.

Also, I have noticed, but not yet figured out why, that if I run the
build in the background, with stdout and stderr redirected, that the
process hangs on tty output very early on.  This is also a bug.

I got the same here yesterday, and "ps" didn't show any sub-process, scons was the only one running and was completely stucked, SIGKILL was the only recovery solution, I ended up disabling the code to get around.
