Thanks. There is another reason, which is that heading up to a release,
packagers want to try a pre-release distfile to look for last-minute
nits. I've often made release tarballs and tried them (but not
published the packaging). This isn't that important if you have beta
tarballs available for a couple of weeks before the actual release, but
it's still helpful.
