Thanks to some recent work by Beat Bolli, Gary Miller, and myself, 1PPS
events are now visible in gpsmon.  The UBX binary monitor now displays
system clock drift from PPS time; adding that capability to other 
1PPS-capable monitors will be a minor and easy change.

With this change, gpsmon makes an all-in-one test for the capabilities
of any random GPS you plug in - by design, easier on the Mark One
Eyeball than gpsd log messages.

I particularly wanted this in order to lower the friction of one of
the steps in the Time Service HOWTO. I'm also making a PPS live test
with gpsmon part of the official release procedure.
