release-3.9-738-g95a58e6 passes on NetBSD 6 with no local mods.
Remaining issues I see pre release:
endianness detection needs enhancing for OS X 10.7 (may cover other OS
X, not sure).
given history to date, endianness needs testing on solaris
Issues for post release
pps disable on lack of user-space Linux PPS ioctl is incorrect.
RFC2783 kernel pps without the Linux ioctl is just fine.
pps code probably needs a guard to avoid infinite loop if neither type
is defined but pps is enabled, either a sleep or a #error at compile
time.
sys/timepps.h needs sys/time.h on NetBSD, perhaps FreeBSD
maybe kernel pps on BSD needs a few tweaks, maybe not
