It doesn't have to be public access. The chronyd default is to ignore
all NTP queries (even from localhost), so at least one address has to
be allowed by the allow command, otherwise it's not really a time
server :).

In ntpd all access is allowed by default. The example config should
probably restrict the non-timing queries with a line like this:

restrict default nomodify notrap nopeer noquery
