The build with Qt on is broken.  I have changed the default of the 
qt switch to "no" until this is resolved.

I cannot troubleshoot this, as SConstruct does not detect the presence
of QtNetwork on my Ubuntu 14.10 system.  I believe this is due to some
confusion on pkg-config's part; when I duplicate the invocations
SConstruct is using in its tests, pkg-config thinks QtNetwork does
not exist but nevertheless returns library optiins for it.

Would someone who cares about this version of the build please 
help me out here?
