[gpsd-dev] regression tests failing

I have recently tried to update gpsd from git and build/test.   I have
found a vast number of failures; the last build that worked is
  release-3.11-140-gc1ba751

This is, to me, a barrier to committing anything.  In theory if this
were ok I would try to push the two build fixes floating around on the
list which aren't yet applied (even though they both seem right).

All tests are on netbsd-6 i386.  There were a lot of regular test
failures, and now the json test is failing.  I am unclear whether it
works for others and what's wrong.

164 failed several of the main tests.  This seems to be semi-random.
