I read the bug.  I see nothing in the bug that conflicts with what I 
said.

Looks to me like that bug is for an in-testing change to past behavior.
Since the bug does not document the new behavior, and the code is not
released yet, not much we can do about it be be aware of changes to come.

Just looking at the ntpd changes so far I'm not confident they have
a workable change.  My guess is the secondary effects of this change will 
make it unusable in practice.

Did I mess something?
