0660 is the only reasonable default imho. ntpd and gpsd run as different users
on Debian and Ubuntu and I'd assume on many other distributions. An it makes no
sense at all to let them run as the same user. But gpsd could be member of an
ntp group, no problem at all.... So please do not require all shm segments to be
0600, it will just make users unhappy.
