I just pushed a change that uses an obscure Linux ioctl to wait between
client socket shutdown and close until all outgoing data has shipped.
Alas, this is not the magic bullet - it does not enable me to zero out
CLOSE_DELAY. But it can't hurt, and might reduce the severity on
slower systems.
