I think making the timing window smaller *is* in fact the fix.  The only one 
possible; a delay is a delay and having any delay at all implies possible
failures.

Probably not; the increased latency for the in-band reports is at most 5 
milliseconds and the PPS thread is not affected at all. If in doubt,
building without it is trivial.
