The attempt to use VTIME has been removed.  The reason is documented
iun the change comment; the behavior I was counting on is undefined
under POSIX and not portable.  I suspect the Linux kernel's handling
of it is buggy in edge cases and this may account for some recent
hangs.

The adaptive-delay experiment failed as well.  The bad news is this
means we're back where we started in coping with buggy select
implementations.  The good news is that this should simplify the job
of characterizing any remaining gpsd hangs.  At the moment I only
know of one outsranding report, from Hal Murray, which seems to be
relatred to PPS threading.

Please run your tests again.
