And you just reported, and I just verified in the code:
    gpsmon PPS is broken when talking directly to GPS
    (missing mutex's, etc.)

I have verified that the JSON PPS statements are going out correctly and
that gpsd responds correctly to the WATCH statement that ntpd uses.

I have looked at the refclock_gpsdjson.c code and the problem is
in the early init, before any ntpd debugging statements kick in.

I have sent debug logs to Harlan and Jergen, but no progress.
