It's very odd that that has *ever* happened. I run cppcheck before
releases and try to fix all warnings; "scope could be reduced" is
one of them.

Absolutely not. You have a logical argument there.
I haven't had that problem in years, though, because Emacs C mode red-flags
potential cases of it.
