For quite a while I've been starting gpsd as:
sudo /usr/local/sbin/gpsd -b -D 1 -F /tmp/gpsd.sock udp://localhost:46001 udp://localhost:46002 udp://localhost:46003 udp://localhost:46004 udp://localhost:46005"
Seemed to work fine with 3.11 (although I can't swear with hand upon heart that messages were being received and processed from the last device)
Upgrading to 3.14, and using the same startup line, I now get:
gpsd:ERROR: too many devices on command line 
Have I hit a freshly implemented limit?  
If I remove one of the devices from the startup command then gpsd starts ok with no complaints
