I think I understand the problem better.  The patch I sent a few minutes ago is correct, but does not solve the real, root, cause.

I assume both Jason and I cancelled a running scons during its config phase.  This causes wrong configuration values to be cached, in .sconsign.dblite .  Further, there is no target in SConstruct to remove the dblite database.

There might be a solution there (I do not speak python, my last programming language was FORTRAN IV, although I claimed I knew FORTRAN 77 as well).
