Several of us, over the years, have attempted to paraphrase NMEA-0183, and RTCM-104 docs without serious repercussions (save the time my boss thought I was spending too much time on that task). A lot of that's out on the Web, but it requires some filtering, as there are others, with less technical basis, who have also paraphrased said docs... with some amusing results.
