[gpsd-dev] SHM only getting 2/3 of samples

This is from ntpd's clockstats:

The 64 is the number of times it looked for new data.  It tries every second.

The next column is the number of times it got a sample.  The column after 
that is the number of times there wasn't any data ready.  The last two 0s are 
error cases.

I see similar results on several devices that don't have PPS.  A couple with 
PPS look good.
