Can you please review these two patches?

There is code to try and fit a curve to the leap second jumps; and an attempt to calculate residual error.  Since these jumps are infrequent, and large in relation to the underlying buildup, there is no value in calculating this.  You cannot predict when the next jump will happen.

The values of the calculation are also not being plotted anyway.
