I finally figured out how JSON passthrough works and that seems to allow me to now pass tagblocks through gpsd and harvest them from the output.
Eric suggested this some time ago but it's taken me this log to sort out how it works.
It's deceptively simple :-)
So I guess this round of discussion about tagblocks can now be put to rest.
