If you are going to get deep into the ntpd code, may I suggest you look
at ntpsec.org instead of ntpd?  It is a fork of ntpd that has been
modernized and moved to POSIX standards.  You should have no troubles
getting help from them on porting it to QNX and getting your port in the
mainline.
