The following four patches add support for the Spectratime iSync
GPS-disciplined rubidium oscillator.

This is my first attempt at adding anything significant to gpsd.  I've
tried to follow all the available guidelines and match the behaviour
of existing similar code.  Please let me know what needs changing.

I would particularly welcome feedback on the way that the iSync NMEA
driver hands over to the u-blox driver and forces the use of NMEA
mode.  (See "/* Enable GPS passthrough ... */" in drivers.c".)
