At work, I have access to a legally-licenced copy of v3.01, which I am allowed to quote from for teaching or consultancy (although this is not my day job at all).
v3.01, 5.3: "maximum number of characters in a sentence shall be 82, consisting of a maximum of 79 characters between the starting delimiter "$" or "!" and the terminating <CR><LF>."
