I ran a quick rest on my RasPi2/Wheezy:

~ # gpsd -nND 6 /dev/ttyAMA0 /dev/pps0 |& fgrep PPS
[...]
gpsd:PROG: KPPS:/dev/pps0 assert 1461194382.999764061, sequence: 1339673,
clear 0.000000000, sequence: 0 - using: assert
gpsd:PROG: KPPS:/dev/pps0 Assert cycle: 1000000, duration: 0 @
1461194382.999764061
gpsd:PROG: PPS:/dev/pps0 Assert cycle: 1000000, duration: 0 @
1461194382.999764061
gpsd:INFO: PPS:/dev/pps0 Assert hooks called clock: 1461194382.999764061 real:
 1461194383.000000000: accepted
[...]

So it is working perfectly for me on Wheezy.

Not much I can do. Maybe a Jessie problem?
