For big name packages it is just automagic.  The repsonsible Gentoo
herd, or maintainer, just does the right thing.

For smaller stuff, you file a bug on https://bugs.gentoo.org in the form of:

    =net-im/ejabberd-16.01-r1 -- stable request

    https://bugs.gentoo.org/show_bug.cgi?id=576398

To get an unstable package updated:

    app-benchmarks/phoronix-test-suite-5.2.1 version bump

    https://bugs.gentoo.org/show_bug.cgi?id=505802

Then cross your fingers...  It might take hours, it may never happen.
