I'm not a wizard, but I've seen similar quirks when gpsmon had two normal GPS
devices. One was running in binary mode the other in NMEA mode. The display
would alternate between the two.
I think you can select the device you want to watch with something like:
$ gpsmon localhost:/dev/ttyS1
where the ttyS1 has to match one of the devices on the gpsd command line.
