I find 9600 marginal.  It works for most, but not all.  Check the
serial stream to be sure it totally completes the cycle every 
second.  

If you are in 2Hzz or 5Hz mode, or have extra NMEA turned on then
9600 is not good enough.

Your NMEA looked off to me.

gpsd works fine for some GPS, and not for others.  Please file a bug
report if you can not get it to work in gpsd.  Try in both gpsd mode
and gpsctl standalone mode.
