That is not how distributions work. If packages can't be built using
other packages in the distribution, it won't get it.

And I'm all in for getting rid of scons. The amount of work I've put
into debugging crap produced by scons is far more than the work needed
to do a proper config handling in cmake or even autotools (people
failing to work properly with these included tools is a different story,
though).
