Just a heads up notice that libgps.dll and a few command line utilities 
(test_libgps.exe, gpxlogger.exe and gpspipe.exe) are available for Windows.

They are built in the openSUSE Build Service - 32bit and 64bit versions.

If you're not using an openSUSE distribution, you can get the binary files by 
downloading an RPM
and using an uncompress program (e.g. file-roller or 7-zip etc...) to manually 
extract the file(s) within the RPM file structure.
To get an RPM goto the 'Download package' link from the above links, select 
openSUSE operating system and then 'Grab binary packages directly'.

Unfortunately the build is not quite a pristine 3.17 version, as I needed 2 
patches to make the build work:
1. Is a scons hack for the cross building mechanism (just changes in the 
SConstruct file), which I mentioned some time ago on this mailing list.
I have no intention for this be in the formal gpsd source.

2. A small build for Windows fix to gpspipe.c - previously the code built OK on 
my (older) openSUSE instance, but it failed on the OBS instances.
I'll post this fix here for inclusion in gpsd.
