For what it's worth, gpsd compiles fine on Ubuntu 16.04 LTS, if thats an option.

It seems that Ubuntu 14 still does not support ISO_C99 or POSIX 2011 by
default. This is very sad.  Think they can manage by the time C99 is 20
years old?

I'm looking at a workaround now...
