Yeah, that is nothing like gpsd would setup.  For example, with 
"gpsctl -n".

Odd.  PPS should come out of the GPS, into the kernel, regardless
of gpsd even running.  You can use ppscheck or ppswatch to see
what the kernel thinks is happening.
