Odd, I get no such error.  Fix pushed to git head.  Which compiler
has this problem?  I am on gcc-8.2.0.

That is part of some new code to create a new RAW message.  The
RAW message will include the raw GNSS measurement data required to
make a RINEX 3 file.  The new code will be in flux for a while.

The rawdata_t code has been there since 2009, but never finished...
