I see several issues here.  First:

{"class":"VERSION","release":"3.17","rev":"3.17","proto_major":3,"proto_minor":12}^M

Note that says 3.17, not 3-19-dev.  It should look like this:

Something wrong with your path?

Notice the unicode char in subtype?  That got fixed January 11th!

Get better text editor. vim has no problem with the file.  Except you
likely do not want to edit the file, just view it.  For that just use:
"less -L filename"

So, to sum up, you are NOT using the new patched gpsd, but instead a
year old version...
