There are a whole bunch of these:

+#ifndef __ANDROID__
 #include "gpsd_config.h"       /* is HAVE_STDATOMIC defined? */
+#endif

Just make a blank gpsd_config.h.  That seriously cuts down the size of
the patch.

Better yet, put all your defines that you put in the makefile into a
custom gpsd_config.h
