Sounds like you compiled gpsd with IPv6 support, but your running
kernel is not allowing it.
Did you build in the qemu environment, or did you cross-compile?
You could try forcing IPv6 off when you configure:
# scons configure ipv6=False
Are you running as root, or a normal user?
