OK, I was confused about where the bug was happening. All is clear now.
Perly's black-magic rollover correction doesn't work because it's only
implemented for NMEA.

In theory we might be able to copy Perly's code so it corrects dates
for rollover internally to GPSD.  I'll stare at it and see if I think that's
feasible.
