Bug #23 (https://gitlab.com/gpsd/gpsd/issues/23) asked for ubxtool
support of the u-blox logging system.

The following have just been implemented, but not well tested:

    decode UBX-LOG-BATCH
    decode UBX-LOG-FINDTIME
    decode UBX-LOG-RETRIEVEBATCH
    decode UBX-LOG-RETRIEVEPOS
    decode UBX-LOG-RETRIEVEPOSEXTRA
    decode UBX-LOG-RETRIEVESTRING
    poll/decode UBX-CFG-BATCH
    poll/decode UBX-LOG-CREATE
    poll/decode UBX-LOG-ERASE
    poll/decode UBX-LOG-INFO
    poll/decode UBX-LOG-RETRIEVE
    poll/decode UBX-LOG-RETRIEVEBATCH
    poll/decode UBX-LOG-STRING
    poll/decode/enable UBX-CFG-LOGFILTER

The LOG/BATCH system is a bit odd, but allows the GNSS to log position
even when gpsd is off.

Please test.  A HOWTO would be nice...
