Gpsd doesn't care much about underlying port hardware, it just expects to open a tty and read. Check your wiring - tx/rx backwards, and that you're connected to the right pins on the board. Then use a simpler program to test the tty - cat, screen, or minicom for example. If those don't see bytes then gpsd has no hope of getting data.
