Please provide these hinting options, along with driver hinting, to the
gpsdctl command!

The gpsd startup that auto-detects my unit can take a very long time
sometimes, or get stuck on other drivers:

I'm running a ublox @ 115200 from Mark Atwood, and using ubxtool primed
correctly works instantly:

# ubxtool -f /dev/ttyUSB0 -s 115200 -p CFG-PRT
...
UBX-CFG-PRT:
 PortID 1 (UART1) reserved1 0 txReady 0x0
  mode 0x8c0 baudRate 115200
  inProtoMask 0x7 outProtoMask 0x1
