I have adopted your suggestion and put it in do-clean.  I included a
pointer to the scons bug report.  My system builds ok with that present,
and obviously if people don't run it it will not hurt.

I'm fine with adjusting building.adoc to point to it, but I'm also fine
with just leaving it there.
