gpsrinex epoch timestamps look wrong

I'm having trouble getting any of the free services to chew on my RINEX files.

I noticed one of the reasons OPUS lists is:

    1020   2. The time of each epoch is offset from one of the above intervals. 
 The 
    1020      seconds epoch field must coincide with one of the above rates. 

Looking closer at that:

        grep '^>' /tmp/gpsrinex2020116093959.obs 
        [...]
        > 2020 04 25 11 19 30.9990000  0 10
        > 2020 04 25 11 20 00.9990000  0 10
        > 2020 04 25 11 20 30.9990000  0 10
        > 2020 04 25 11 21 00.9990000  0 10
        > 2020 04 25 11 21 30.0000000  0 10
        > 2020 04 25 11 22 00.0000000  0 10
        > 2020 04 25 11 22 30.0000000  0 10
        > 2020 04 25 11 23 00.0000000  0 10
        > 2020 04 25 11 23 30.0000000  0 10

This doesn't seem right to me ?
