BUG: ubxtool enable/disable RAWX fails

Ubuntu 19.10, gpsd built from head as of 27 April 2020.

ubxtool does not seem to read or write the RAWX command for either
NEO-M8P or ZED-F9P.

Multiple attempts to run

"ubxtool -e RAWX"

make no difference in the receiver output (no RAWX messages appear).

After turning RAWX on using uCenter, multiple attempts to run

"ubxtool -d RAWX"

make no difference in the receiver output (RAWX messages still appear).

This occurs with both M8P and F9P, so is not unique to the new receiver.

I'm happy to help with testing patches for this.
